Case file: a 220 MVA transformer whose FAT report didn't match the test bay
A Gulf utility shortlisted a low-priced 220/132 kV transformer. The Spec Match flagged a mismatch between the FAT report and the lab's test capability.
Key finding
A 220 MVA transformer's FAT report listed tan δ at 0.18% and a passed 1,050 kV impulse test, but the supplier's own test bay tops out at 650 kV impulse with no tan δ bridge for 220 kV windings. The IEC 60076 certificate also named a 160 MVA model, not the 220 MVA unit on the PO.

The request
A Gulf transmission utility was procuring two 220 MVA, 220/132 kV power transformers for a substation expansion. One bid sat 11% below the field and came with a thick dossier: a factory acceptance test (FAT) report, an IEC 60076 type-test certificate, and a video of the unit under test. They asked for a Spec Match before releasing the advance payment.
Spec Match: YELLOW
The “manufacturer” address resolved to a small assembly workshop, not the 40,000 m² winding plant the brochure implied. The legal entity also held no recorded export of units above 100 MVA.
Four findings from the audit
We ran a Remote Audit and then, with client authorization, an On-Site Verification to witness a repeat test.
- RED, FAT capability gap. The submitted FAT report listed dissipation factor (tan δ) at 0.18% and a passed lightning-impulse test at 1,050 kV. The supplier’s own test bay, confirmed on site, tops out at 650 kV impulse and has no tan δ bridge rated for 220 kV windings. Those numbers couldn’t have been produced there. A buyer relying on the PDF would have paid for a test that never happened.
- YELLOW, certificate scope. The IEC 60076 type-test certificate named a 160 MVA, 145 kV design, not the 220 MVA / 220 kV unit on the PO. The standard covers the family, but the specific rating’s short-circuit withstand was never separately verified.
- YELLOW, oil preservation claim. The deck promised a sealed, nitrogen-blanketed tank. The as-built drawing showed a conservator with a silica-gel breather, a different maintenance profile the utility’s spec had excluded.
- GREEN, on-site conduct. During the on-site verification the team witnessed a proper winding-resistance balance and a clean dissolved-gas baseline. The workshop was competent at what it actually built. The problem was the paper, not the floor.
Alternatives attached
Alongside the red report, we provided three vetted alternatives. Two had 220 kV FAT capability documented on video. The third was a second-tier brand the client hadn’t considered. We confirmed in writing that we have no financial tie to any of them.
Outcome
The client withheld the advance, required a witnessed FAT at a third-party lab with 1,050 kV impulse capacity, and re-opened the commercial discussion. A transformer that fails dielectric test in service costs the unit plus a substation outage measured in weeks. That’s a seven-figure exposure, caught by a $600 Spec Match and an on-site verification.
